What is a legally unfit home for a baby in Florida?

Her father has to have her every other weekend, my daughter was preemie so she has some problems such as shes easily prone to bronchitis and is possibly going to have asthma per the doctor. I was told at the hospital before that she shouldnt be in a house with smokers. Her father lives with his mom, who smokes and has a cat and a dog (the dog is not there all the time).... the father doesnt have his own room within the house... and he lives with his sister who has autism and a slight case of schizophrena (dont know how to spell it lol)..... is this an unfit home for him to have her every other weekend on overnight visits?
